Meet ALAN SHAPIRO, associate

Mr. Shapiro joined the firm in October, 2025, to handle general civil defense litigation. Previously, he served for 32 years as a trial attorney for the United States Department of Justice (“DOJ”), where he litigated federal tax cases in United States District Courts and in United States Bankruptcy Courts in several states. Mr. Shapiro is licensed to practice law in Maryland, the District of Columbia, and Georgia.


Some highlights of Mr. Shapiro’s litigation work include:


Winning a decision in 35-day trial equitably subordinating 85% of the junior secured notes issued by a cable television conglomerate to a federal tax claim and collecting approximately $35 million of the $41 million of the escrowed funds that were at issue, Winning a federal jury verdict finding that $9.6 million of blasting, earthmoving, grading, layering, and compaction costs incurred as part of the construction of a shopping mall were non-depreciable land preparation costs, not depreciable expenses, Winning a trial involving issues of whether federal tax liens attached to cash and real property the taxpayer transferred to a trust on nominee, alter ego, and/or fraudulent transfer grounds, Winning summary judgment in case involving the issue of whether downsizing payments made to 737 IBM employees who were required to sign general releases of claims were tort settlements excludable from income or severance payments subject to income and employment taxes.

Mr. Shapiro graduated from Emory University College in 1985 and Emory University School of Law in 1988. After graduating from law school, Mr. Shapiro served as an attorney advisor to the Honorable Stephen J. Swift of the United States Tax Court. After completing his service to the DOJ, Mr. Shapiro served for one year as an Assistant Attorney General for the Maryland Attorney General’s Office before moving into private practice.


Mr. Shapiro grew up and has lived in Maryland for most of his life. He and his wife, Rose Ann, have two sons. When not working, Mr. Shapiro enjoys woodworking, swimming, and classic cars.
