Meet Shelley Lynn Johnson, Of Counsel
Mrs. Johnson joins the firm following her tenure as Acting County Attorney and Deputy County Attorney of the Litigation Division for Prince George’s County Office of Law. With over twenty-five years of experience, Mrs. Johnson has successfully defended counties, boards of education and public employees in matters involving federal and state constitutional rights claims, employment discrimination and retaliation, police excessive force, wrongful death, land use and zoning disputes, motor vehicle torts, and premise liability. She has extensive trial and appellate experience, having successfully defended clients in the District and Circuit Court of Prince George’s County, the United District Court for the District of Maryland and the United States Court of Appeals for the Fourth Circuit.
As Deputy County Attorney, Mrs. Johnson also provided civil liability training to county police and corrections officers on liability issues that may arise from the performance of their duties. She previously practiced as an associate with Knight, Manzi, Nussbaum & LaPlaca, P.A., representing the Board of Education for Prince George’s County and served as a Hearing Examiner for the University of Maryland. She also served as a judicial law clerk to the Honorable Michele D. Hotten formerly of the Circuit Court for Prince George’s County, Appellate Court of Maryland and Supreme Court of Maryland. In 2025, Mrs. Johnson was selected as a representative of local and municipal governments to the federal fee petition subcommittee tasked with providing recommended revision to Appendix B of the Local Rules. Mrs. Johnson is also a member of the Character Committee for Maryland’s 7th Appellate Judicial Circuit and has served in that capacity since 2020.
Ms. Johnson earned her J.D. from The Catholic University of America, Columbus School of Law in May 2000, and her B.S. in Mass Communications from Towson University in 1996. She has been active in numerous professional organizations, including the Maryland State Bar Association (Leadership Academy Fellow), the Prince George’s County Bar Association, the J. Franklyn Bourne Bar Association (former Corresponding Secretary), and the American Inns of Court, and is a charter member and past President of the Salome A. Howard Bar Association.
